As an English player of games that have initial western releases in the USA, I have to put up with the majority of those games having US spellings (exceptions are welcome but rare). The issue is the fact that they didn't reprogram the game clock tick rate or, as you suggest, reassign the target time. In retrospect, the Excalibur II time should be increased to 14 hours for PAL, but it didn't and so it is more nigh-impossible to get than it is in the NTSC version. PAL sacrifices the refresh rate for better picture quality. It's because the PAL game (50Hz) is 1/6th slower speed than the NTSC game (60Hz).
